IPTV is a delivery method, not a legal category. How playlists, streams and guides fit together.

The three moving parts
- A playlist — usually M3U — listing channels and the URL for each stream.
- The streams themselves, typically HLS segments delivered over HTTPS.
- Guide data — usually XMLTV — matched to channels by identifier.

Licensed and unlicensed services
Major broadcasters and telcos operate licensed IPTV services. Unlicensed resellers use the same technology to redistribute channels they hold no rights to. Because the transport is identical, you have to evaluate the operator rather than the technology.
